New P plate driver laws will come into effect on Monday, July 28, with heavy penalties to apply for offenders.
The changes concern night curfews, passenger limitations and compulsory time on L and P  licences, and will affect all young drivers, including Balaklava’s Carly Williams and Caitlyn Moulds (pictured.) The changes apply to P1 licence holders, and also to learner motorcyclists aged under 25 years of age.
